Minister Ryan calls for views on development of Geothermal Energy in Ireland

Energy Minister Eamon Ryan T.D., today launched a public consultation process on the options for the development of geothermal energy in Ireland.

Geothermal energy is energy stored in the form of heat beneath the surface of the solid earth. The usable heat most often takes the form of hot water and steam (up to 370°C). Geothermal energy can be reclaimed in two ways, firstly as electricity, whereby a geothermal power plant uses the steam or heat to drive turbine-generators to produce it, and secondly as heat. Different technologies and applications distinguish each type.

Minister Ryan is inviting interested parties to submit their views on the technical, legal and regulatory issues relevant to the orderly development of a proportionate regulatory regime for geothermal energy utilisation.

Announcing the consultation, Minister Ryan said “Climate change and the EU commitment to the Kyoto Protocol have made renewable energy and consequently, geothermal energy a high point on the agenda of most European Governments. I believe that if geothermal energy utilisation is to develop to a commercially sustainable level in Ireland, a regulatory and administrative regime needs to be developed.

For this reason, I have convened an informal Working Group who will report to me before the end of the year. I will then consider how to further progress this issue”.

Séard atá san fhuinneamh geoiteirmeach ná fuinneamh i bhfoirm teasa i dtaisce faoi dhromchla an dlúthdhomhain. Is minicí an teas inúsáidte a fháil i bhfoirm uisce te nó gal uisce (suas le 370OC). Is féidir fuinneamh geoiteirmeach a bhaint ar dhá bhealach, i dtús báire i bhfoirm leictreachais le gléasra cumhachta a úsáideann gal uisce nó teas chun tuirbín-ghineadóir a rith lena ghiniúint, agus arís mar theas. Baineann teicneolaíochtaí agus cuir i bhfeidhm éagsúla le gach cineál díobh ann féin.

Tá cuireadh anois ón Aire dóibh siúd go bhfuil suim acu ann a gcuid tuairimí faoi cheisteanna teicniúla, dlíthiúla agus rialála a bhaineann le réimeas rialála comhréireach réadúil um fhuinneamh geoiteirmeach a úsáid in Éirinn a sheoladh isteach.

Ag fógairt an chomhairliúcháin dó, dúirt an tAire: Is ard-phointe ar chlár oibre ag formhór de rialtais na hEorpa é fuinneamh inmharthana, agus uaidh sin fuinneamh geoiteirmeach, de bharr athrú aeráide agus de bharr tiomantas an Aontais Eorpaigh (AE) do Phrótacal Kyoto. Creidim gur ghá réimeas rialála agus riartha a chur i ngníomh más amhlaidh go bhfuiltear chun an acmhainn geoiteirmeach a fhorbairt chuig leibhéal atá inmharthana ó thaobh na tráchtála de.

“Chuige seo tá Grúpa Oibre neamh-fhoirmiúil tionólta agam, grúpa a thabharfaidh tuarascáil dom faoi dheireadh na bliana. Breithneoidh mé ansin conas an cheist seo a chur chun cinn a thuille.”
