Sustaining Progress is the sixth in a series of National Social Partnership Agreements datiing back to 1987. The parties to the negotiations included the Government, employers, trade unions, farming bodies and the community and voluntary sectors.
Sustaining Progress focuses on the actions that are required to make the economy:
- Competitive in a changing world
- Environmentally sustainable
- Efficient through finding and implementing appropriate market and regulatory regimes in different areas
- Socially acceptable.
The parties to Sustaining Progress agreed to put appropriate arrangements in place to verify that the conditions for the payments of certain increases provided for under the agreement had been met. The Civil Service Verification Group (CSPVG) was established to oversee the verification process within the civil service.
The assessment procedures provide for the publication of Action Plans and the submission of Progress Reports by Heads of Departments and other organisations.
